‘NASS Should Consider Budget 2016 Only As Presented By Buhari’



AGAINST the backdrop of allegation that the version of the 2016 budget submitted to the Senate by the Senior Special Assistant to the President on National Assembly Matters, Senator Ita Enang was different from the one presented to the National Assembly by President Muhammadu Buhari on December 22, 2015, a legal practitioner, Mr. Frank Agbedo, has said that the Senate can only consider the budget document that was presented by the President.

Agbedo, who spoke with The Guardian in an interview, noted that legally speaking, the alteration of the budget document amounted to forgery if the allegation were true.

“Legally speaking, the alteration of a document amount to forgery; and what that means is that if a document is altered from its original state, then that document by virtue of that alteration becomes invalid.

The invalidity of that document implies that the document cannot be relied upon by the Senate as the formal document presented to it by the President,” he said.
